Beacon developed a pilot energy efficiency retrofit and upgrade program for the City of San Bernardino, supported from a grant from the U.S. Dept. of Energy. Working in collaboration with the Mayor’s Office and diverse stakeholders in government, business, labor, community organizations, economic development, community colleges and major utility companies (e.g., Sempra and Edison), Beacon developed a policy framework, cost-benefit analysis, private capital financing and marketing strategies. Beacon oversaw the development of a proprietary GIS enabled database based on financial assumptions for adoption by policymakers and property owners and managers. Our report was used to implement the execution of a second phase that created a municipal supported energy audit program. Beacon was able to engage over 200 stakeholders to participate in a Green Job Summit. The demonstration project received a SCAG Compass Blueprint 2011 Visionary Leadership Award for Sustainability and will serve as a model for other cities to conduct outreach around energy efficiency projects. Beacon also delivered to the City of San Bernardino a property database and customized query software program to help them in their long ranging planning for retrofitting public and private properties.
