Temporary Personnel Services/Job Placement, Los
Angeles County Sheriff’s Department
·
This project involved providing temporary staffing
services to the Los Angeles County Sheriff’s
Department. The services included community outreach
to qualified candidates from a diverse group of
classified positions: 1) Administrative; 2) Data
Entry; 3) Medical Records; 4) Warehouse Workers; 5)
Dietitians, and 6) Pharmacists. |

Career Transition Services, Orange County Workforce
Investment Board
·
The Career Transition Program for delivery of
the Orange County Workforce Investment Board’s (WIB)
Rapid Response Services was developed under the
guidelines of the Workforce Investment Act (WIA).
Joan Cummings Clark’s firm, Workforce Development
Group, was awarded the contract by the Orange County
WIB to provide outreach to small, medium and large
businesses that were in the process of downsizing,
or closing facilities with pending reductions in
force.

The deliverables included the development and
implementation of a comprehensive program in career
transition training and job development services for
the displaced workers impacted by the layoffs. The
project tasks were to assist the workers in the
steps necessary to find new careers; including
resume preparation, determination of relevant skills
and expertise, interview preparation, and usage of
resources (internet, “hidden job marketing”, etc.)
to locate sources of new jobs. |

Career Transition Services,
Disney Imagineering, Burbank
·
Joan provided career transition services to The
Disney Imagineering during a major downsizing of
administrative, managerial and technical employees
in the Burbank facility. Many of the employees were
relocating to the Orlando facility; while a sizeable
number were involved in the outplacement project.
The initial stages of the project required
conducting extensive labor market research of the
entertainment industry to assist participants with
current information and assessment of opportunities
throughout regions of California, Nevada and other
media and high-technology employment regions and
sectors.

The outcome was that a large number of the displaced
employees were able to transfer their technical
skills and abilities to related emerging industry
sectors, i.e., development of major animated
projects in other emerging sub-sectors of the
entertainment industry. |

County and City of Los Angeles, CA
·
Wrote and managed grants, and developed multiple
funding for major programs, with an annual budget of
approximately two million dollars.
·
Successfully negotiated large contracts for funding
for various community rehabilitation projects,
housing, and skills training programs under ETP,
HUD, CalWorks, and Workforce Investment Act funding.
·
Designed and directed programs to enhance public
information channels; including marketing, media
relations and participation in diverse political,
business and industry events and networks to
identify and expand opportunities for collaboration
and funding of core programs and initiatives. |

University of California, Irvine, CA
·
Designed and facilitated the first Patient
Diversity program for the University of
California Irvine Medical Center. The program,
which focused on skills, cultural sensitivity and
compliance regulations for the medical community,
won the American Society for Training and
Development’s outstanding training for the medical
sector. |
